PAUSE’s special Emergency Fund for Culture – Solidarity Ukraine

With the support of the French Ministry of Culture, the PAUSE program launches a special emergency fund for artists and cultural professionals affected by the war in Ukraine.


A 3-months emergency support is offered to voluntary institutions for the hosting of artists and cultural professionals, and their family if necessary. The amount will be fixed and indexed to the number of people composing the family unit (single person, couple, family).


Hosting institutions’ eligibility


The public institutions under the authority or certified by the Ministry of Culture are eligible to this emergency aid.


Candidate’s eligibility


The special call for application for culture PAUSE-Solidarity Ukraine is open to Ukrainian artists and cultural professionals, and other artists and cultural professionals affected by the war in Ukraine.


Artists :

The artists must prove an artistic activity with a professional process.

Cultural professionals :

The professionals must prove a professional activity in the cultural sector.


Implementation of the special call


Amount of the financial emergency support :


An 3-months emergency support is offered to voluntary institutions wishing to host artists and cultural professionals, and their family if necessary. The amount of the 3-months fixed financial aid is 1.900 euros/month (5700 euros).


This fixed amount can be completed by :

  • A family supplement of 200 euros/month for a 2-persons family, or of 500 euros/month for a family of more than two persons.
  • A maximum 100-euros housing subsidy allocated on a case-by-case basis to families without housing solution from the solidarity initiatives that exist on the French territory.


Payment conditions of the financial aid :


We recommend the hosting institutions to provide the financial aid in the form of a grant in order to enable the candidate to benefit for the entire aid for its installation in France. The payment of the financial aid to the institutions will be provided after the actual arrival of the beneficiary in his or her host institution.


Documents to provide to apply for this special call :


An application form must be filled online by the hosting institution, with the following documents :

  • A letter of commitment from the head of the institution committing to recruit, for a period of three months, the artist of cultural professional;
  • A RIB of the institution that submitted the application;
  • A copy of the first two pages of the passport or, otherwise, the identity card of the artist of cultural professional, and of the members of his or her family if necessary;
  • A detailed CV or portfolio of the artist of cultural professional.

PAUSE’s calls for applications


This emergency hosting in France will enable the artist to prepare an application, with his or her host institution, to benefit from the PAUSE program’s support in the context of one of its annual calls for applications. In the context of the PAUSE’s regular procedure, the maximum amount of the financial support offered to the institution wishing to host an artist is 60% of the total budget proposed by the institution.


Beyond the artist’s salary, the budget can include a financial aid for the housing, as well as French courses.


If the candidate is selected during a regular call for applications on the basis of the usual criteria (threat assessment and artistic level), the hosting institutions also have the possibility to retroactively value the financial support they would provide to the artist between the end of the 3-months emergency fund and the beginning of the new contract co-financed by the PAUSE program.


The next call for applications will open on September 2022. Intermediate evaluation sessions will be held if necessary.


Please note that cultural professionals are not eligible to PAUSE program’s support in the context of its regular calls for applications. The hosting institutions cannot apply on behalf of the cultural professionals at the end of the 3-months emergency fund. It will be up to the institutions to guide them to other professional opportunities.


Voluntary institutions

In order to be protected against any form of communication interception which could compromise the candidate’s safety, we recommend institutions and candidates to use secure messaging services for their communications. You must use an end-to-end encrypted platform, such as Olvid or Signal for phone calls, and ProtonMail of Tutanota for emails.
