The countries of origin of those supported reflect the major geopolitical crises that have shaken the world in recent years: Syria, Yemen, Iraq, Ethiopia, Afghanistan, Iran, Ukraine, Russia, Sudan and, more recently, Palestine.<\/span><\/p>\n<p style=%22text-align: justify;%22><span style=%22color: #333399;%22><strong>A third of the laureates were victims of state violence<\/strong>, including arbitrary arrest and imprisonment, often for political reasons. To give a few examples, several hundred Russian opponents were forced into exile after Russia invaded Ukraine. This was also the case for Belarusians, after the great protest movement of 2020. In Turkey too, in 2016, hundreds of academics who signed the \u2018Academics For Peace\u2019 petition were arrested, prosecuted and dismissed for their stance in favour of a peaceful resolution to the Kurdish conflict. <strong>The loss of their position within their home institution is the third main threat faced by the programme&#8217;s laureates<\/strong>.<\/span><\/p>\n<p style=%22text-align: justify;%22><span style=%22color: #333399;%22>Finally, others flee the <strong>violence perpetrated by non-state armed groups<\/strong>. In Iraq, for example, the takeover of Mosul by the Islamic State forced many civilians, including intellectuals, to flee. In Brazil, under the Bolsonaro era, death threats made by far-right groups against artists and academics have created a widespread climate of insecurity.<\/span><\/p>\n<p>&#8221; global_colors_info=&#8221;{}&#8221;]<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #333399;\">Depuis 2017, le programme PAUSE a permis \u00e0 <strong>587 chercheurs et 93 artistes, originaires de plus d\u2019une quarantaine de pays<\/strong>, d&#8217;int\u00e9grer les r\u00e9seaux de recherche et culturels fran\u00e7ais.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #333399;\"><br \/><\/span><span style=\"color: #333399;\">Les raisons qui poussent ces femmes et ces hommes \u00e0 l&#8217;exil sont multiples et t\u00e9moignent de la diversit\u00e9 des menaces qui p\u00e8sent sur les libert\u00e9s scientifiques et artistiques dans le monde. <strong>La guerre a contraint \u00e0 l\u2019exil 43% d&#8217;entre eux.<\/strong> Les pays d\u2019origine des personnes soutenues refl\u00e8tent la cartographie des crises g\u00e9opolitiques majeures qui ont secou\u00e9 le monde\u00a0au cours des derni\u00e8res ann\u00e9es : Syrie, Y\u00e9men, Irak, Ethiopie, Afghanistan, Iran, Ukraine, Russie, Soudan et plus r\u00e9cemment, la Palestine. \u00a0\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #333399;\"> <\/span><br \/><span style=\"color: #333399;\"><strong>Un tiers des laur\u00e9at\u00b7es ont \u00e9t\u00e9 victimes de violences d\u2019Etat<\/strong>, notamment d\u2019arrestations et d\u2019emprisonnements arbitraires, souvent pour des raisons politiques. Pour ne citer que quelques exemples, plusieurs centaines d\u2019opposants russes ont ainsi \u00e9t\u00e9 contraints \u00e0 l\u2019exil apr\u00e8s l\u2019invasion de l\u2019Ukraine par la Russie. Cela avait \u00e9galement \u00e9t\u00e9 le cas pour les Bi\u00e9lorusses, apr\u00e8s le grand mouvement de contestation de 2020. En Turquie \u00e9galement, en 2016, des centaines d&#8217;universitaires signataires de la p\u00e9tition &#8220;Academics For Peace&#8221; ont \u00e9t\u00e9 arr\u00eat\u00e9s, poursuivis et licenci\u00e9s pour leurs prises de position en faveur d&#8217;une r\u00e9solution pacifique du conflit kurde. <strong>Cette perte de position au sein de l&#8217;\u00e9tablissement d&#8217;origine constitue du reste la troisi\u00e8me principale menace<\/strong> rencontr\u00e9e par les laur\u00e9at\u00b7es du programme.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #333399;\"><br \/><\/span><span style=\"color: #333399;\">Enfin d\u2019autres fuient les violences perp\u00e9tr\u00e9es par <strong>des groupes arm\u00e9s non \u00e9tatiques<\/strong>. En Irak, par exemple, la prise de Mosul par l&#8217;\u00c9tat islamique a contraint de nombreux civils, dont des intellectuels, \u00e0 fuir. My recruitment as a lecturer at ENSEA enabled me to pursue my research and teaching activities. I went from being a contract guest lecturer to being a civil servant lecturer, which made me eligible to become a member of the Board of Directors and the National Council of Universities. The first few years of the programme focused on supporting academics. However, the idea of offering an equivalent scheme to artists was born at the very beginning of PAUSE. <strong>In 2021, thanks to close cooperation with the Association nationale des \u00e9coles sup\u00e9rieures d&#8217;art (ANdEA) and the Atelier des artistes en exil, this idea became a reality<\/strong>. Since then, <strong>93 artists<\/strong> <strong>have benefited from the programme&#8217;s support<\/strong> and the network of host structures continues to develop and diversify, offering artists in exile the opportunity to create, transmit and exhibit.<\/span><\/p>\n<p style=%22text-align: justify;%22><span style=%22color: #333399;%22><br \/><\/span><span style=%22color: #333399;%22>In this context,<strong> Omid Hashemi<\/strong>&#8216;s testimony is worth mentioning. Born in a village in northern Iran, Omid is a multidisciplinary artist whose career has been marked by constant geographical mobility. From Iran to France via Turkey, his life experiences have shaped his art, which is nourished by a rich cultural diversity. With a doctorate in Aesthetics, Science and Technology of the Arts from the University of Paris 8, he has developed a singular artistic practice, at the crossroads of performance, installation and video art. The repression that followed the Women, Life, Freedom movement in Iran forced him into exile in 2022, leading him to pursue his creative work in a new context.<\/span><\/p>\n<p>&#8221; global_colors_info=&#8221;{}&#8221;]<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #333399;\">Le programme PAUSE vise \u00e0 d\u00e9fendre l\u2019esprit critique, la libre-pens\u00e9e, la libert\u00e9 d\u2019expression et \u00e0 offrir un refuge \u00e0 celles et ceux qui en sont priv\u00e9.es. Les premi\u00e8res ann\u00e9es du programme ont \u00e9t\u00e9 concentr\u00e9es sur le soutien aux universitaires. Toutefois, l\u2019id\u00e9e d\u2019offrir un dispositif \u00e9quivalent aux artistes est n\u00e9e d\u00e8s l\u2019origine de PAUSE. <strong>En 2021, gr\u00e2ce \u00e0 une \u00e9troite coop\u00e9ration avec l\u2019Association nationale des \u00e9coles sup\u00e9rieures d\u2019art (ANdEA) et l\u2019Atelier des artistes en exil, cette volont\u00e9 se concr\u00e9tise<\/strong>. Depuis lors, <strong>93 artistes ont pu b\u00e9n\u00e9ficier du soutien du programme <\/strong>et le r\u00e9seau des structures d\u2019accueil continue de se d\u00e9velopper et de se diversifier, offrant la possibilit\u00e9 \u00e0 des artistes en exil de cr\u00e9er, de transmettre, d\u2019exposer.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #333399;\"><br \/>On peut \u00e0 ce titre mentionner le t\u00e9moignage d\u2019<strong>Omid Hashemi<\/strong>. N\u00e9 dans un village du nord de l&#8217;Iran, Omid est un artiste multidisciplinaire dont le parcours est marqu\u00e9 par une mobilit\u00e9 g\u00e9ographique constante. De l&#8217;Iran \u00e0 la France en passant par la Turquie, ses exp\u00e9riences de vie ont fa\u00e7onn\u00e9 son art, nourri par une diversit\u00e9 culturelle riche. Titulaire d&#8217;un doctorat en Esth\u00e9tique, Science et Technologie des Arts de l&#8217;Universit\u00e9 Paris 8, il a d\u00e9velopp\u00e9 une pratique artistique singuli\u00e8re, \u00e0 la crois\u00e9e de la performance, de l&#8217;installation et du vid\u00e9o-art. The programme team, the members of its governance and its scientific and artistic committee, its partners and funders and, of course, the more than 140 higher education and research establishments and cultural structures throughout France &#8211;<strong> hundreds of people &#8211; have formed a chain of solidarity to enable threatened scientists and artists to continue their creative or research work in France<\/strong>.<\/span><span style=%22color: #333399;%22><\/span><\/p>\n<p style=%22text-align: justify;%22><span style=%22color: #333399;%22>Over the last few years, PAUSE has demonstrated its ability to react quickly to crises in a number of ways. <strong>In 2020, when the Covid-19 pandemic paralysed the world, the programme quickly put in place exceptional measures to support the laureates<\/strong>. Extended funding enabled them to continue their research work, despite the health constraints.<\/span><span style=%22color: #333399;%22><\/span><\/p>\n<p style=%22text-align: justify;%22><span style=%22color: #333399;%22>Adapting to health crises, but also, and above all, to geopolitical crises:<\/span><\/p>\n<p style=%22text-align: justify;%22><span style=%22color: #333399;%22>In <strong>August 2021, when the Taliban took Kabul<\/strong>, thousands of Afghan men and women were trying to flee the country. The programme received hundreds of appeals for help from students, academics and artists. <strong>In September, the public authorities announced exceptional additional funding for the programme<\/strong>. An emergency procedure, developed in close collaboration with the French scientific and artistic communities and in constant cooperation with the Ministries of Europe and Foreign Affairs and the Interior, <strong>enabled 25 Afghan scientists and artists and their families to reach France in December, despite the constraints imposed by the closure of the country<\/strong>.<\/span><span style=%22color: #333399;%22><\/span><\/p>\n<p style=%22text-align: justify;%22><span style=%22color: #333399;%22>In <strong>February 2022, when Russia invaded Ukraine<\/strong>, the programme set up <strong>two emergency funds, one for scientists and the other for artists and cultural professionals<\/strong>, in a matter of days, thanks once again to substantial financial support from the public authorities. The aim of these funds is to provide finance to enable them and their families to be sheltered for 3 months. <strong>176 scientists and artists have benefited from these emergency funds in just a few months<\/strong>. At the same time, PAUSE is working closely with the French National Research Agency (ANR) to create a special scheme dedicated to Ukraine, and is funding more than <strong>a hundred scientists and artists under the programme&#8217;s traditional calls for proposals<\/strong>.<\/span><span style=%22color: #333399;%22><\/span><\/p>\n<p style=%22text-align: justify;%22><span style=%22color: #333399;%22>In 2022 alone, <strong>a total of almost 380 people, i.e. almost the same number as in the first 4 years (100 people per year)<\/strong>, the vast majority of whom are of Ukrainian or Russian origin, will be supported by PAUSE, which is undergoing a change of scale.<\/span><span style=%22color: #333399;%22><\/span><\/p>\n<p style=%22text-align: justify;%22><span style=%22color: #333399;%22>Since the end of 2023, the programme has introduced <strong>a fast-track procedure for Palestinian scientists and artists<\/strong>, to enable rapid support that is not dependent on the timetable for the 3 annual calls for applications. However, of the 50 or so winners supported, only half have been able to travel to France with their families. The others are still trapped in Gaza, unable to leave the territory which is under blockade and under constant bombardment.<\/span><\/p>\n<p style=%22text-align: justify;%22><span style=%22color: #333399;%22>These figures testify to the scale of the mobilisation and impact of the PAUSE programme and the entire network of players who are mobilising, committing themselves and adapting to support their scientific and artistic colleagues.<\/span><\/p>\n<p>&#8221; global_colors_info=&#8221;{}&#8221;]<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #333399;\"><strong>En 8 ans, le programme a accompli beaucoup<\/strong>. L\u2019\u00e9quipe du programme, les membres de sa gouvernance et de son comit\u00e9 scientifique et artistique, mais aussi les partenaires et les financeurs, ainsi que, bien s\u00fbr, les plus de 140 \u00e9tablissements d\u2019enseignement sup\u00e9rieur, de recherche et structures culturelles sur l\u2019ensemble du territoire <strong>\u2013 <\/strong><strong>des centaines de personnes \u2013 ont constitu\u00e9 une chaine de solidarit\u00e9 pour permettre \u00e0 des scientifiques et des artistes menac\u00e9\u00b7es de poursuivre en France leurs travaux de cr\u00e9ation ou de recherche.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #333399;\"><strong><br \/><\/strong><\/span><span style=\"color: #333399;\">Au cours de ces derni\u00e8res ann\u00e9es, plusieurs temps forts ont montr\u00e9 la capacit\u00e9 de PAUSE \u00e0 faire preuve d&#8217;une grande r\u00e9activit\u00e9 face aux crises. <strong>En 2020, alors que la pand\u00e9mie de Covid-19 paralysait le monde, le programme a rapidement mis en place des mesures exceptionnelles pour soutenir les laur\u00e9at\u00b7es<\/strong>. Des prolongations de financement ont ainsi permis \u00e0 ces derniers de poursuivre leurs travaux de recherche, malgr\u00e9 les contraintes sanitaires.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #333399;\"><br \/>Une adaptation face aux crises sanitaires mais aussi et surtout, g\u00e9opolitiques\u00a0:<br \/><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #333399;\"><br \/>En <strong>ao\u00fbt 2021, lorsque les Talibans prennent Kaboul,<\/strong> des milliers d\u2019Afghans et d\u2019Afghanes cherchent \u00e0 fuir le pays. Le programme re\u00e7oit des centaines d\u2019appels \u00e0 l\u2019aide, d\u2019\u00e9tudiant\u00b7es, d\u2019universitaires, d\u2019artistes. <strong>D\u00e8s septembre, les pouvoirs publics <\/strong><strong>annoncent un financement suppl\u00e9mentaire exceptionnel pour le programme<\/strong>. Une proc\u00e9dure d\u2019urgence, d\u00e9velopp\u00e9e en lien \u00e9troit avec les communaut\u00e9s scientifique et artistique fran\u00e7aises et en coop\u00e9ration constante avec les minist\u00e8res de l\u2019Europe et des Affaires \u00e9trang\u00e8res et de l\u2019Int\u00e9rieur, <strong>permet \u00e0 25 scientifiques et artistes afghan\u00b7es et \u00e0 leurs familles de rejoindre la France d\u00e8s d\u00e9cembre, en d\u00e9pit des contraintes li\u00e9es \u00e0 la fermeture du pays.<br \/><\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #333399;\"><br \/>En <strong>f\u00e9vrier 2022, alors que la Russie envahit l\u2019Ukraine, <\/strong>le programme met en place en quelques jours, gr\u00e2ce, l\u00e0 encore, \u00e0 un important soutien financier des pouvoirs publics, <strong>deux Fonds d\u2019urgence, l\u2019un pour les scientifiques et l\u2019autre pour les artistes et professionnels de la culture<\/strong>. L\u2019objectif de ces fonds est d\u2019offrir un financement pour permettre leur mise \u00e0 l\u2019abri, avec leur famille, pendant 3 mois. 176 <strong>scientifiques et artistes b\u00e9n\u00e9ficient de ces Fonds d\u2019Urgence en quelques mois.<\/strong> En parall\u00e8le, PAUSE travaille en \u00e9troite collaboration avec l\u2019Agence nationale de la Recherche (ANR) pour la cr\u00e9ation d\u2019un dispositif sp\u00e9cial d\u00e9di\u00e9 \u00e0 l\u2019Ukraine et finance plus d\u2019<strong>une centaine de scientifiques et d\u2019artistes <\/strong><strong>dans le cadre des appels classiques du programme.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #333399; text-align: justify;\"><br \/>Sur la seule ann\u00e9e 2022, au total, pr\u00e8s de <\/span><strong style=\"color: #333399; text-align: justify;\">380 personnes<\/strong><span style=\"color: #333399; text-align: justify;\">, <\/span><strong style=\"color: #333399; text-align: justify;\">soit quasiment l\u2019\u00e9quivalent des 4 premi\u00e8res ann\u00e9es <\/strong><span style=\"color: #333399; text-align: justify;\">(100 personnes par an), pour une grande majorit\u00e9 d\u2019origine ukrainienne ou russe, sont soutenues <\/span><strong style=\"color: #333399; text-align: justify;\">par PAUSE, qui connait un changement d\u2019\u00e9chelle<\/strong><span style=\"color: #333399; text-align: justify;\">.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #333399;\"><br \/>Depuis fin 2023, le programme a mis en place <strong>une proc\u00e9dure acc\u00e9l\u00e9r\u00e9e pour les scientifiques et les artistes palestiniens,<\/strong> afin de permettre un soutien rapide non tributaire du calendrier des 3 appels \u00e0 candidatures annuels. In the face of intensifying crises and growing demand from researchers and artists in exile, <strong>the question of funding for the programme is becoming increasingly acute<\/strong>. While <em>ad hoc<\/em> solutions have been found in response to major crises, thanks to funding from ministries, foundations and patrons,<strong> it is essential to secure long-term, diversified sources of funding<\/strong> in order to meet the ever-increasing needs; challenges that are also faced by many host establishments, whose financial situation is precarious.<\/span><\/p>\n<\/p>\n<p style=%22text-align: justify;%22><span style=%22color: #333399;%22><strong>Professional integration at the end of the programme<\/strong> is also a major issue. Although PAUSE offers funding for one year, renewable once (2 in the case of doctoral students), the question of socio-professional integration arises when opportunities in academic and artistic circles are limited. <strong>Two-thirds of laureates find a professional opportunity very quickly after PAUSE support, but many have to retrain<\/strong>. The programme helps them to do this by providing additional funding for training and setting up partnerships with experts in the field of professional integration, in particular the Bernard Gregory Association.<\/span><\/p>\n<\/p>\n<p style=%22text-align: justify;%22><span style=%22color: #333399;%22>However, while the challenges are many, <strong>encouraging prospects are emerging, particularly at European level<\/strong>. Alongside its national activities, PAUSE is part of a wider European and international dynamic. <strong>A member of the InSPIREurope consortium since 2019<\/strong>, the programme works closely with its European counterparts to defend the cause of scientists in exile. The result of our collective lobbying efforts with European bodies, <strong>the pilot programme \u2018Supporting at-risk researchers with fellowships in Europe\u2019 (SAFE)<\/strong>, launched in September 2024, will provide funding for around 60 scientists at risk in research institutions in EU member states. At the end of this programme, in which PAUSE is a partner, a more permanent system of support for researchers at risk on a European scale could be set up.<\/span><\/p>\n<\/p>\n<p style=%22text-align: justify;%22><span style=%22color: #333399;%22>In eight years, PAUSE has demonstrated its effectiveness and, unfortunately, its indispensability. However, to meet the challenges of tomorrow, the programme needs stronger support. By securing and diversifying public and private funding, developing new partnerships and stepping up support for the winners, the programme will be able to continue to offer refuge to researchers and artists in exile.<\/span><\/p>\n<\/p>\n<p style=%22text-align: justify;%22><strong><span style=%22color: #333399;%22>With all those involved, PAUSE will be able to continue to contribute to the scientific and cultural enrichment that the winners bring to our society, and to affirm its attachment to the universal values of freedom, solidarity and sharing.<\/span><\/strong><\/p>\n<p>&#8221; global_colors_info=&#8221;{}&#8221;]<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #333399;\">Les r\u00e9sultats du programme PAUSE sont encourageants, mais les d\u00e9fis \u00e0 relever sont nombreux. Face \u00e0 l&#8217;intensification des crises et \u00e0 la demande croissante de chercheurs et d&#8217;artistes en exil, la <strong>question du financement du programme se pose avec acuit\u00e9<\/strong>. Si des solutions ponctuelles ont \u00e9t\u00e9 trouv\u00e9es pour r\u00e9pondre aux crises majeures, gr\u00e2ce aux financements des minist\u00e8res, de Fondations ou de m\u00e9c\u00e8nes, il est <strong>essentiel de s\u00e9curiser des sources de financement p\u00e9rennes et diversifi\u00e9es<\/strong> afin de r\u00e9pondre aux besoins, toujours croissants\u00a0; d\u00e9fis que rencontrent \u00e9galement de nombreux \u00e9tablissements d&#8217;accueil, dont la situation financi\u00e8re est pr\u00e9caire.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #333399;\"><strong>L\u2019int\u00e9gration professionnelle \u00e0 l\u2019issue du programme <\/strong>est \u00e9galement un enjeu majeur. Si PAUSE offre des financements pour un an, renouvelables une fois (2 dans le cas des doctorant\u00b7es), la question de l\u2019insertion socio-professionnelle se pose alors que les opportunit\u00e9s dans les milieux acad\u00e9miques et artistiques sont limit\u00e9es. <strong>Deux tiers des <\/strong><strong>laur\u00e9at\u00b7es trouvent une opportunit\u00e9 professionnelle tr\u00e8s rapidement \u00e0 l\u2019issue du soutien PAUSE, mais beaucoup doivent engager une reconversion. <\/strong>Le programme les aide dans cette perspective, par l\u2019octroi de financements compl\u00e9mentaires d\u00e9di\u00e9s \u00e0 des formations et la mise en place de partenariats avec des experts de l\u2019insertion professionnelle, en particulier l\u2019<strong>Association Bernard Gregory<\/strong>.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #333399;\">Cependant, si les d\u00e9fis sont nombreux, <strong>des perspectives encourageantes se dessinent, en particulier au niveau europ\u00e9en<\/strong>. Parall\u00e8lement \u00e0 ses actions nationales, PAUSE s&#8217;inscrit dans une dynamique europ\u00e9enne et internationale plus large. Membre du <strong>consortium Inspireurope depuis 2019<\/strong>, le programme collabore \u00e9troitement avec ses homologues europ\u00e9ens pour d\u00e9fendre la cause des scientifiques en exil. Fruit des efforts collectif de plaidoyer aupr\u00e8s des instances europ\u00e9ennes, le <strong>programme pilote <em>\u00ab Supporting at-risk researchers with fellowships in Europe \u00bb<\/em> (SAFE)<\/strong>, lanc\u00e9 en septembre 2024, permettra le financement d\u2019une soixantaine scientifiques en danger dans des institutions de recherche des pays membres de l\u2019UE.
