content_en_us=&#8221;<\/p>\n<p data-sourcepos=%225:3-5:269%22 style=%22text-align: justify;%22><span style=%22color: #000080;%22>This event brought together researchers, artists, refugee students, civil society actors, and government representatives around a crucial question: <strong>how and why can we better support and integrate individuals forced into exile within the academic and artistic spheres?<\/strong><\/span><\/p>\n<p>\u00a0<\/p>\n<p data-sourcepos=%227:3-7:712%22 style=%22text-align: justify;%22><span style=%22color: #000080;%22>Rich in exchanges and testimonies, the seminar highlighted the<strong> complexity and uniqueness of these individuals&#8217; journeys<\/strong>, as well as <strong>the challenges they face in their host countries, both professionally and personally.<\/strong> The conferences, mapping workshops, artistic performances, and testimonies provided a 360-degree view of their realities. Discussions focused on the diversity of exile experiences, the challenges of integration, the role of cultural and academic institutions, and the issues of memory, representation, and the heritage of trajectories and journeys, in an <strong>international context marked by the proliferation of conflicts<\/strong> (Ukraine, Sudan, Palestine, etc.) and the<strong> rise of populism and xenophobia.<\/strong><\/span><\/p>\n<p>&#8221; global_colors_info=&#8221;{}&#8221;]<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000080;\">Cet \u00e9v\u00e9nement a rassembl\u00e9 chercheuses et chercheurs, artistes, \u00e9tudiant.es r\u00e9fugi\u00e9.es, acteurs de la soci\u00e9t\u00e9 civile et repr\u00e9sentants des pouvoirs publics autour d\u2019une question cruciale : <strong>comment et pourquoi (mieux) accompagner et int\u00e9grer les personnes contraintes \u00e0 l\u2019exil dans le milieu acad\u00e9mique et artistique<\/strong> <strong>?<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000080;\"><strong>\u00a0<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000080;\">Riche en \u00e9changes et en t\u00e9moignages, le s\u00e9minaire a permis de mettre en lumi\u00e8re <strong>la complexit\u00e9 et la singularit\u00e9 des parcours<\/strong> de ces individus, ainsi que les <strong>d\u00e9fis auxquels ils et elles sont confront\u00e9.es dans leur pays d\u2019accueil<\/strong>, <strong>tant sur le plan professionnel que personnel. <\/strong>Les conf\u00e9rences, les ateliers cartographiques, les performances artistiques et les t\u00e9moignages ont offert une vision \u00e0 360 degr\u00e9s de leurs r\u00e9alit\u00e9s. Les \u00e9changes ont port\u00e9 sur la diversit\u00e9 des exp\u00e9riences de l&#8217;exil, les d\u00e9fis de l&#8217;int\u00e9gration, le r\u00f4le des institutions culturelles et acad\u00e9miques ainsi que les enjeux de la m\u00e9moire, de la repr\u00e9sentation et de la patrimonialisation des trajectoires et des parcours, dans un <strong>contexte international marqu\u00e9 par la multiplication des conflits<\/strong> (Ukraine, Soudan, Palestine\u2026)<strong> et la mont\u00e9e des populismes et de la x\u00e9nophobie.<\/strong><\/span><\/p>\n<p>[\/et_pb_text][et_pb_divider divider_weight=&#8221;2px&#8221; _builder_version=&#8221;4.23.4&#8243; _module_preset=&#8221;default&#8221; max_width=&#8221;8%&#8221; custom_margin=&#8221;2px||||false|false&#8221; global_colors_info=&#8221;{}&#8221;][\/et_pb_divider][et_pb_text _builder_version=&#8221;4.23.4&#8243; _module_preset=&#8221;default&#8221; min_height=&#8221;100px&#8221; custom_margin=&#8221;0px||20px||false|false&#8221; custom_padding=&#8221;||0px|||&#8221; content_en_us=&#8221;<\/p>\n<p data-sourcepos=%225:3-5:313%22 style=%22text-align: justify;%22><span style=%22color: #000080;%22>During the session held at the Coll\u00e8ge de France on November 28th, participants exchanged ideas on the <strong>complex and multidimensional nature of scientific and artistic exile<\/strong>, on the opportunities that hosting such individuals presents, and on the need to <strong>develop adapted, coordinated, and sustainable responses<\/strong>.<\/span><\/p>\n<p>\u00a0<\/p>\n<p data-sourcepos=%227:3-7:542%22 style=%22text-align: justify;%22><span style=%22color: #000080;%22>Indeed, <strong>the challenges faced by artists and scientists forced into exile are numerous<\/strong>: rupture with their environment and professional networks, social demotion, difficulties adapting, precariousness, trauma, feelings of guilt or even desertion with respect to their country of origin, invisibility, etc. This loss of bearings and these difficulties often lead to an <strong>identity dilemma<\/strong>, between professional identity and %22administrative-political%22 identity: international artists\/scientists or exiles? Temporary displaced persons or refugees?<\/span><\/p>\n<p>&#8221; global_colors_info=&#8221;{}&#8221;]<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000080;\">Au cours de la session organis\u00e9e au Coll\u00e8ge de France le 28 novembre, les intervenant.es ont \u00e9chang\u00e9 sur le <strong>caract\u00e8re complexe et multidimensionnel de l\u2019exil scientifique et artistique, sur les opportunit\u00e9s qu\u2019ouvre l\u2019accueil<\/strong> et sur la n\u00e9cessit\u00e9 de <strong>d\u00e9velopper des r\u00e9ponses adapt\u00e9es, coordonn\u00e9es et p\u00e9rennes.\u00a0<\/strong><\/span><\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000080;\">En effet,<strong> les d\u00e9fis auxquels doivent faire face les artistes et scientifiques contraint.es \u00e0 l\u2019exil sont nombreux\u00a0<\/strong>: rupture avec leur environnement et leurs r\u00e9seaux professionnels, d\u00e9classement, difficult\u00e9s d&#8217;adaptation, pr\u00e9carit\u00e9, traumatismes, sentiment de culpabilit\u00e9 voire de d\u00e9sertion vis-\u00e0-vis du pays d\u2019origine, invisibilisation\u2026 Cette perte de rep\u00e8res et ces difficult\u00e9s g\u00e9n\u00e8rent souvent \u00e0 <strong>un dilemme identitaire<\/strong>, entre identit\u00e9 professionnelle et identit\u00e9 \u00ab\u00a0administrativo-politique\u00a0\u00bb\u00a0: artistes\/scientifiques internationaux ou exil\u00e9.es\u00a0? D\u00e9plac\u00e9.es temporaires ou r\u00e9fugi\u00e9.es\u00a0?<\/span><\/p>\n<p>[\/et_pb_text][et_pb_divider divider_weight=&#8221;2px&#8221; _builder_version=&#8221;4.23.4&#8243; _module_preset=&#8221;default&#8221; max_width=&#8221;8%&#8221; module_alignment=&#8221;right&#8221; custom_margin=&#8221;2px||||false|false&#8221; custom_padding=&#8221;|||0px|false|false&#8221; global_colors_info=&#8221;{}&#8221;][\/et_pb_divider][et_pb_text _builder_version=&#8221;4.23.4&#8243; _module_preset=&#8221;default&#8221; min_height=&#8221;100px&#8221; custom_margin=&#8221;0px||20px||false|false&#8221; content_en_us=&#8221;<\/p>\n<p data-sourcepos=%225:3-5:420%22 style=%22text-align: justify;%22><span style=%22color: #000080;%22>These multiple challenges call for the development of <strong>adapted reception mechanisms and the implementation of public policies<\/strong> that take into account their specific needs. They require the <strong>mobilization and coordination of all stakeholders involved:<\/strong> public authorities, universities, research organizations, cultural institutions, civil society, diasporas, and, of course, the individuals forced into exile themselves.<\/span><\/p>\n<p>\u00a0<\/p>\n<p data-sourcepos=%227:3-7:684%22 style=%22text-align: justify;%22><span style=%22color: #000080;%22>Indeed, <strong>hosting academic and artistic refugees, beyond being a challenge, is an opportunity for host countries<\/strong>. It allows for mutual enrichment through the contribution of specific skills and unique perspectives, whether they be scientific, artistic, linguistic, or cultural. The concept of academic or artistic %22refuge%22 responds to <strong>a humanitarian, scientific, and political challenge<\/strong> and contributes to the international influence of the host country. It is therefore a matter of recognizing the value of these individuals, forced into exile, and providing them with the means to continue their research or creative activities in the host society over the medium or long term.<\/span><\/p>\n<p>&#8221; global_colors_info=&#8221;{}&#8221;]<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000080;\">Ces multiples enjeux rendent n\u00e9cessaires <strong>le d\u00e9veloppement de dispositifs d\u2019accueil adapt\u00e9s et la mise en place de politiques publiques qui prennent en compte leurs sp\u00e9cificit\u00e9s<\/strong>. Ils exigent une<strong> mobilisation et la coordination d<\/strong>e <strong>tous les acteurs concern\u00e9s<\/strong>\u00a0: pouvoirs publics, universit\u00e9s, organismes de recherche, \u00e9tablissements culturels, soci\u00e9t\u00e9 civile, diasporas et, bien s\u00fbr, les personnes contraintes \u00e0 cet exil elles-m\u00eames.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000080;\"><strong>Car l\u2019accueil des r\u00e9fugi\u00e9.es acad\u00e9miques et artistiques, au-del\u00e0 d\u2019\u00eatre un d\u00e9fi, est une opportunit\u00e9 pour les pays d\u2019accueil.<\/strong> Il permet un enrichissement mutuel avec l\u2019apport de comp\u00e9tences sp\u00e9cifiques et de perspectives uniques, qu\u2019elles soient scientifiques, artistiques, linguistiques ou culturelles. <\/span><br \/><span style=\"color: #000080;\">La notion de \u00ab\u00a0refuge\u00a0\u00bb acad\u00e9mique ou artistique r\u00e9pond \u00e0 <strong>un enjeu humanitaire, scientifique et politique<\/strong> et participe au rayonnement international du pays d\u2019accueil. Il s&#8217;agit donc de <strong>reconna\u00eetre la valeur de ces individus<\/strong>, contraints \u00e0 l\u2019exil, et de leur offrir les moyens de <strong>poursuivre leurs activit\u00e9s de recherche ou de cr\u00e9ation sur le moyen ou long terme dans la soci\u00e9t\u00e9 d\u2019accueil<\/strong>.<\/span><\/p>\n<p>[\/et_pb_text][et_pb_divider divider_weight=&#8221;2px&#8221; _builder_version=&#8221;4.23.4&#8243; _module_preset=&#8221;default&#8221; max_width=&#8221;8%&#8221; custom_margin=&#8221;2px||||false|false&#8221; global_colors_info=&#8221;{}&#8221;][\/et_pb_divider][et_pb_text _builder_version=&#8221;4.23.4&#8243; _module_preset=&#8221;default&#8221; min_height=&#8221;100px&#8221; custom_margin=&#8221;0px||20px||false|false&#8221; content_en_us=&#8221;<\/p>\n<p data-sourcepos=%225:3-5:337%22 style=%22text-align: justify;%22><span style=%22color: #000080;%22>Such mechanisms already exist and have proven their effectiveness. In France, the French national hosting programme for scientists and artists in exile (PAUSE) has supported 570 scientists and 85 artists since its creation in 2017 and is a key player in the new European pilot funding mechanism for scientists at risk, the <strong><a href=%22https:\/\/saferesearchers.eu\/%22>SAFE project<\/a><\/strong>.<\/span><\/p>\n<p>\u00a0<\/p>\n<p data-sourcepos=%227:3-7:320%22 style=%22text-align: justify;%22><span style=%22color: #000080;%22>The <a href=%22https:\/\/www.campus-condorcet.fr\/fr\/pour-la-recherche\/uxil%22><strong>University in Exile<\/strong> <\/a>(UXIL), created by the institutions of the Campus Condorcet, contributes to stabilizing these pathways by offering PAUSE laureates the opportunity to propose seminars and to create research chairs by and for scientists at risk in the field of the human and social sciences.<\/span><\/p>\n<p>\u00a0<\/p>\n<p data-sourcepos=%229:3-9:305%22 style=%22text-align: justify;%22><span style=%22color: #000080;%22>The <a href=%22https:\/\/reseau-mens.org\/%22><strong>Migrants in Higher Education<\/strong><\/a> (MEnS) network, a collective of French higher education institutions, can also be mentioned. It was formed to welcome and support migrant students in their academic journeys and has, among other things, contributed to the creation of the %22Passerelle%22 diploma.<\/span><\/p>\n<p style=%22text-align: justify;%22><span style=%22color: #333399;%22> <\/span><\/p>\n<p>&#8221; global_colors_info=&#8221;{}&#8221;]<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000080;\"><strong>Des dispositifs existent d\u00e9j\u00e0 et ont fait preuve de leur efficacit\u00e9. <\/strong>En France, c\u2019est le cas du <strong>Programme d\u2019Accueil en Urgence des Scientifiques et des Artistes en Exil<\/strong> (PAUSE), qui a permis depuis 2017 le soutien de 570 scientifiques et 85 artistes et qui est partie prenante au nouveau m\u00e9canisme europ\u00e9en pilote de financements pour les scientifiques en danger, le projet <a href=\"https:\/\/saferesearchers.eu\/\"><strong>SAFE<\/strong><\/a>. <\/span><\/p>\n<p>&nbsp;<br \/>\n<span style=\"color: #000080;\"><strong>L\u2019<a href=\"https:\/\/www.campus-condorcet.fr\/fr\/pour-la-recherche\/uxil\">Universit\u00e9 en Exil<\/a><\/strong> (UXIL), cr\u00e9\u00e9e par les \u00e9tablissements du Campus Condorcet, participe quant \u00e0 elle \u00e0 la stabilisation des parcours \u00e0 travers la possibilit\u00e9 offerte aux laur\u00e9ats du programme de proposer des s\u00e9minaires et, \u00e0 court terme, la cr\u00e9ation de chaires de recherche par et pour les scientifiques en danger dans le domaine des sciences humaines et sociales. <\/span><br \/>\n&nbsp;<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000080;\">On peut \u00e9galement citer le <strong>r\u00e9seau <a href=\"https:\/\/reseau-mens.org\/\">Migrants dans l&#8217;Enseignement Sup\u00e9rieur <\/a><\/strong><strong>(MEnS)<\/strong>, collectif d&#8217;\u00e9tablissements fran\u00e7ais d&#8217;enseignement sup\u00e9rieur, qui s&#8217;est constitu\u00e9 pour accueillir et accompagner les \u00e9tudiant.es en situation de migration dans leurs parcours acad\u00e9miques et qui a, entre autres, particip\u00e9 \u00e0 la cr\u00e9ation du dipl\u00f4me universitaire \u00ab\u00a0Passerelle\u00a0\u00bb.\u00a0<\/span><\/p>\n<p>[\/et_pb_text][et_pb_text _builder_version=&#8221;4.23.4&#8243; _module_preset=&#8221;default&#8221; min_height=&#8221;100px&#8221; custom_margin=&#8221;0px||20px||false|false&#8221; custom_padding=&#8221;||0px||false|false&#8221; content_en_us=&#8221;<\/p>\n<p style=%22text-align: justify;%22><span style=%22color: #333399;%22>However,<strong> these mechanisms remain fragile<\/strong>, <strong>and the question of their sustainability, particularly financial sustainability, is a major challenge<\/strong>. Increasing and diversifying funding sources is crucial to ensuring and continuing the hosting and support of scientists and artists at risk, whose numbers, unfortunately, are constantly increasing.<\/span><\/p>\n<p>&#8221; global_colors_info=&#8221;{}&#8221;]<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000080;\">Toutefois, <strong>ces dispositifs <\/strong><strong>restent fragiles et la question de leur p\u00e9rennit\u00e9, en particulier financi\u00e8re, est un enjeu majeur<\/strong>.
