October 2016: a founding symposium and article<\/span><\/h1>\n

In early 2016, we were in the midst of what was described in public debate as \u201cthe migrant crisis\u201d. The scientific and research community alerted Thierry Mandon, Secretary of State for Higher Education and Research to the urgent plight of researchers.<\/span><\/p>\n


The Secretary of State pledged to address the issue. Thierry Mandon announced the launch of a hosting programme for at-risk scientists during the %22<\/strong>Migrations, Refugees, Exiles<\/span><\/strong><\/a>%22 organized by the Coll\u00e8ge de France from October 12-14, 2016.<\/span><\/p>\n


At this event, geneticist Professor Edith Heard and neurobiologist Alain Prochiantz, Administrator of the Coll\u00e8ge de France, gathered together a host of notable figures from the world of science and civil society to form the Support Committee for the programme. They all signed an article<\/strong><\/a><\/span> published on October 15, 2016 on the website lepoint.fr to alert opinion to the issues and to the urgent need for France to host at-risk scientists.<\/strong><\/span><\/p>\n

Octobre 2016 : un colloque et une tribune fondateurs<\/h1>\n

D\u00e9but 2016, nous sommes en plein c\u0153ur de ce qui est pr\u00e9sent\u00e9 dans le d\u00e9bat public comme une \u201ccrise des migrants\u201d. La communaut\u00e9 scientifique et de recherche alerte Thierry Mandon, le secr\u00e9taire d\u2019\u00c9tat charg\u00e9 de l\u2019Enseignement sup\u00e9rieur et de la Recherche, sur le sort des chercheurs en situation d\u2019urgence.<\/span><\/p>\n

January 2017: launch of PAUSE programme<\/span><\/h1>\n

The French Hosting programme for Scientists and Artists in exile (PAUSE) was officially launched on January 16, 2017.<\/strong> An agreement was signed between the French Ministry for Education, Higher Education and Research, the Coll\u00e8ge de France, which was the program lead, and the Chancellery of Parisian Universities, which provided premises for the team.<\/span><\/p>\n

This national programme, launched with support from the Ministry for Europe and Foreign Affairs and the Ministry of the Interior, brought together major institutions in the higher education and research community (CPU, CDEFI, CNRS, INSERM, INRAE, INRIA, CNOUS, AUF). It received start-up funding of one million euros from the French Ministry for Higher Education and Research. This endowment was then supplemented with additional institutional and private funding.<\/span><\/p>\n

Janvier 2017 : lancement du programme PAUSE<\/h1>\n

Le Programme d\u2019Accueil en Urgence des Scientifiques et Artistes en Exil (PAUSE) est lanc\u00e9 officiellement le 16 janvier 2017.<\/strong>\u00a0Une convention est sign\u00e9e entre le minist\u00e8re de l\u2019\u00c9ducation nationale, de l\u2019Enseignement sup\u00e9rieur et de la Recherche, le Coll\u00e8ge de France, qui pilote le programme, et la Chancellerie des universit\u00e9s de Paris, qui met des locaux \u00e0 disposition de l\u2019\u00e9quipe.<\/span><\/p>\n

Ce programme national, lanc\u00e9 avec l\u2019appui du minist\u00e8re de l’Europe et des Affaires \u00e9trang\u00e8res et du minist\u00e8re de l\u2019int\u00e9rieur, r\u00e9unit les grandes institutions de la communaut\u00e9 de l\u2019enseignement sup\u00e9rieur et de la recherche (CPU, CDEFI, CNRS, INSERM, INRAE, INRIA, CNOUS, AUF). Il re\u00e7oit un financement initial du minist\u00e8re de l\u2019Enseignement sup\u00e9rieur et de la Recherche d\u2019un million d\u2019euros. Cette dotation est destin\u00e9e \u00e0 \u00eatre compl\u00e9t\u00e9e par la suite gr\u00e2ce \u00e0 d\u2019autres financements institutionnels et priv\u00e9s.<\/span><\/span><\/span><\/p>\n
